The Planning Scheme Application may be submitted directly to the Council (see section 11.05 (1) (a) below). A Validation Form for Application for Northmostown Court Sewage Treatment Works Improvement Scheme is available on the Validation form section of the Council Website (see section 11.15 (2)) and from a nominated Service. Validation Forms for a few approved plans can be purchased from the Council on receipt of a statutory declaration, by making a cash donation to the Local Heritage Society, on receipt of a donation made in favor of Devon County Council or on receipt of an authorization from the County Council. Any donation made in favor of Devon County Council is subject to a statutory declaration stating if the donor is aware of its contribution to the local development and conservation of the heritage values of Northumberland National Park and if it has been reviewed by the council as suitable for the public purse. Please note that these contributions are for planning applications within the current implementation phase (i.e. for the North star sewage treatment site as described in DCL Planning Plan 2004/001/00). For all other planning applications the Council will use the planning application which has been approved (or one of the previously approved applications) as the final application for planning. An application for new residential development will require planning permission irrespective of its location. Any objection to an application for residential development may be made if the application does not comply with planning requirements. For more information about planning applications which are subject to planning approval, please see section 11.04 (4) below. Planning permission may be granted to the proposal by the Department for Communities & Local Government (DCL) upon application to the DCL by any person who is entitled under Schedule 1 of the Local Government Act 1986 to have a site-by-site scrutiny or approval of any new or substantial alteration to land. A notification should be made to the Secretary of State in accordance with clause 31 of Schedule 1 and on receipt submitted to the Commissioners — or to someone authorized by the Commissioners — for their approval. Validation requirements for planning application from the applicant's local development agency are set out in section 11.12 (2). The Council will not issue planning permission until the Commission has given its approval in writing to the application: If the local development agency's valuation shows it is the only reasonable and economically viable option for completion of the project, and if the project as currently developed is approved by the local council as described in Schedule 1.
