The program was called Supported Employment Services, and was modeled on and expanded upon the federally funded programs. The Vermont Mental Health Administration began to coordinate efforts between the public agencies and individual clients, which resulted in significant improvements to the supported employment system. 1992 First Vermont Supported Employment (SE) program was completed in 1992. By 1996, SE's were available throughout the State and the system has been the focus of much attention. The Vermont Supported Employment Systems are now comprised of two primary components: 1) the statewide systems of supported employment with an ongoing State-wide commitment to the program, and 2) a separate statewide systems of supported employment services (USE) service provider networks comprised of local agencies and community mental health professionals. These are administered by the VTA, the Vermont Department of Mental Health, and the Vermont Developmental Disabilities Service. These networks are coordinated on a statewide basis with a goal of creating the most integrated health and social services system possible. 1997 A second major milestone for Vermont Supported Employment (SE) program occurred with passage of the Supported Employment Act of 1998. The purpose of the Act was to expand the services available to Vermont residents who have been assessed as “persons with a mental disorder” by the Vermont Department of Health. It directed the Vermont Developmental Disabilities Service (ADDS) to establish state-wide systems of Supported Employment (SE), similar to those being operated in New York and Massachusetts. There is now substantial statewide coverage for Vermont SE's, with the goal of reaching 50% of the State's population over the next 3 years, including children. This may not be a realistic goal, as the Vermont Mental Health Administration now has over 3,000 individuals with “major depression” in their systems and many more with “severe depression.” By March 1998, 50% of the Vermont population had eligibility requirements for USE coverage and an ongoing statewide commitment to each individual. 2000 Vermont was the first state to implement the National Affordable Housing Act in. This law allows a local government to receive federal funding for activities that expand opportunities in the housing market and are directly related to a person's housing needs such as emergency funds, rehabilitation, transitional housing, and rental vouchers. This law also gives local governments expanded options to use federal funds for development, maintenance or preservation of community facilities and infrastructure.
