The name of this award is chosen for the following reason: Dr. James L. McDowell was a lifelong student of race relations. He saw in the interaction between the two racial groups a fundamental contradiction. He was an avid student of the “color line” in the black community and saw it as a key to understanding the struggle between the races and the power relations of the United States. Furthermore, he is not dead but is gone, for his work has not gone away: “It seems, for example, that the black struggle has become the central theme of American political life. This is not, however, how it was for his day.” For this reason, the James L. McDowell Memorial Award will also be called the “Racialist Memorial Award.” The award will go to a major political scientist who studies the role of race in politics, law, and the community, and who will return to Indiana or Illinois, in the next academic year, and carry on the interests of Dr. McDowell. The faculty will then consider whether any further changes in the selection or distribution of these awards are necessary. This award is named for James L. McDowell, who received it in 2005 in memory of his friend and former classmate, who passed away the year before. In keeping with recent events regarding race relations in the United States and around the world, the Faculty are calling for the following change in the name of the award: “The Robert J. Vinson Memorial Award” This award will go to a major political scientist who studies discrimination, social status, ethnic differences, and social change, and who will return to Indiana or Illinois, in the next academic year, and continue these interests of Dr. Vinson. The award will be awarded for any activity at Indiana or Illinois which is the result of Dr. Vinson's teaching, research, or service (other than those outlined in the requirements outlined in Section II above), of which Dr. Vinson was the principal investigator, or in connection with his research (a research-based award), that the Faculty find particularly significant. One particular type of activity that should be considered is the application of the “Racialist” perspective to an issue currently in the national (or international) media, which was the subject of Dr. Vinson's research.
