If an applicant elects to present his/her application in person, the Secretary of Housing and Urban Development may also issue the rental application to a housing provider for completion by that provider. Within 1 business day of receiving the rental application, the Secretary of Housing and Urban Development shall forward the application to the appropriate authorized official of the approving State or local authority. The authorization official shall provide all applicable application documentation to the approving State or local authority for it to complete the review and approval process for the rental application. The Secretary of Housing and Urban Development shall review applications on a rolling basis, unless a single application has been submitted by more than one applicant. All housing providers within a State shall receive at least a 90-day deadline period to complete and submit the housing provider's own application. (d) The Secretary of Housing and Urban Development shall appoint a resident or tenant representative to serve as a hearing officer (or panel) in relation to an application for a new or renewal rental license or assignment. (e) The Secretary of Housing and Urban Development shall grant initial authorization to a certified landlord or tenant representative when the applicant has submitted its information and is in compliance with its housing quality assurance plan. Upon receipt of an application and prior to granting initial authorization, the Secretary shall determine if additional information is needed. If additional information is needed, the Secretary or his/her designee shall promptly notify the applicant and all certifying certified landlords of the need for additional information for their approved housing provider to complete the review and approval process, including providing notification of any extensions and/or modifications as requested during the course of the hearing procedures.
