(i) Local citizen corps shall: (A) Make application to the program office or one of its regional coordinators for funds for new members; (B) Comply with the registration, enrollment, and certification requirements set forth in paragraph (1) of this Section; (C) Complete the required training in a manner consistent with Section 4.4 of this Plan and the requirements set forth in paragraph (1), Paragraph (1) of Section 10.1 of this Plan, in terms of: (1) State and Federal guidelines as outlined in this Plan; (II) the citizen corps' educational mission, including its proposed purpose; and (II.5) how the citizen corps' educational program is expected to serve the community and the region; (D) Take into consideration that local citizen corps will have local priorities in recruitment and will be recruited directly by the community for specific program needs and the role it intends to fill when it provides programs and services; and (E) Meet specific standards to be determined by the State and local citizen corps. In all cases of recruitment, when necessary, the requirements set forth above shall be applied. (ii) Upon approval of a local citizen corps contract by the State and the local citizen corps, the State Secretary shall make a 1,000 deposit to the local citizen corps program account within 10 days of the completion of the recruitment contract. The funds shall be used to cover the cost for the recruitment of new members. (iii) In addition, when the citizen corps needs funding for the recruitment of additional members, funds will be made available by the State of Nebraska through the regional citizen corps program to be distributed as determined by the program office or one of its regional coordinators. The allocation of funds shall be to provide the highest quality educational services; recruit the lowest cost applicants; and provide the lowest student to faculty ratios in the State and the region. (iv) The State of Nebraska may adjust the funds available in the annual contracts or through other means in an effort to balance service for the communities with the overall recruitment of new members.
