The focus of this initiative is on the victim's experience of the crime (victim impact statement) and the offender's perspective (offender impact statement), and is intended to help the victim understand and reconcile with the offender(s) through a non-judgmental, mutual dialogue. It is not a trial of guilt or innocence; the victim and the offender may or may not find common ground. The goal is to make the offender accountable for his or her own actions and to encourage forgiveness for the offender's conduct. The purpose of this initiative is not to punish or ostracize the offender. The goal is to create a community where everyone can be healthy and feel safe in the midst of life's challenges. The victims may express the need for support and referrals in a variety of ways. The facilitators will help facilitate appropriate sharing of the victim impact statement and provide information to assist each member of the community in resolving the underlying issues on a personal basis. If a victim is unable to share the information and desires more information, the facilitators will help provide access to the judicial system and other community sources in order to learn more about the offender, the crime, and the victim. Facilitators should avoid “hunching up” to provide direct assistance in identifying an offender or in identifying the crime that the offender is alleged to have committed. Facilitators can provide support but must avoid becoming involved in court cases. A Victim/Offender Dialogue is appropriate for both adults, children, and adolescents. The facilitator and the victim may be the same person, but both should have some training in conflict resolution. All participants must be able to read and understand English. It is expected that a single facilitator will represent the state of Nebraska. Individuals who work in this field are also trained (i.e., CERTIFIED SOCIAL WORKERS.) A Facilitator is available to attend and be provided a list of community resources and services. The facilitator must be able to provide an overview of the project and meet with both victims and offenders in a secure location. Facilitators must take responsibility for ensuring that offenders are not left alone in this environment, are provided with a copy of the project handout, and are advised about what to expect in terms of confidentiality, confidentiality barriers, and the importance of non-judgmental, mutual dialogues.
