It is becoming more commonplace to see a statement like, “We are preparing for the emergence of a public health emergency,” or at a state level, a preparedness plan is proposed for potential public health emergencies. In this issue of the Medical Tribune, we'll examine some background context for using this word, as well as some issues involved in using any new category at all. We'll also discuss why the term “Public Health” has become so commonly used to describe these more specific crises--why so few people are talking about a public health emergency. Public health has often been compared to the medical profession, which is often compared to the military. However, despite the similarity in language, they have different missions. In the eyes of the public, the primary differences are that the medical profession is a government-supported organization (often the public health institution at the local level) while the military is free to do what it chooses with its resources.
