Construction projects under the Capital Improvements Program must not exceed the funding provided for capital improvements and maintenance under Part II of this request. (f) In fiscal year 2013, the District uses an estimate of the budgeted construction cost of the projects to be undertaken that is based on a construction cost for each category of project. Budgeted construction costs may fluctuate because of construction, design, land acquisition, and permitting costs. (g) Capital improvement/maintenance projects on the Federal side may contain construction of additional facilities at District facilities because of the need to meet local needs or to accommodate other federal projects. (h) Construction of buildings that are at least 60 percent occupied or a combined capital improvement/maintenance project must include a detailed construction schedule to achieve cost and schedule stability. (i) Capital improvement projects have the added responsibility to carry out the architectural and engineering plans required by the Bureau of Community Affairs, Office of Facilities. (j) All costs associated with construction, alterations and maintenance must be recorded as a capital improvement or operating expense. (k) All cost sharing agreements with federal departments or agencies may be considered in the determination of what an individual construction project will support. (m) All costs associated with construction, alterations, and maintenance must be recorded as a capital improvement or operating expense whether there is a Federal cost share. (n) No less than 50 percent of the cost of each capital improvement/maintenance project must be funded by the federal government. (o) The maximum amount of funding allowed is five cents per square foot of construction. (p) Each project must comply with all other applicable Federal construction and civil engineering regulations. (r) Construction costs shall not be excluded from allocating State and local funds to eligible projects. (s) Cost sharing agreements between the D.C. Government and federal agencies cannot be used to avoid the requirement to submit construction estimates.
