To meet the changing demand, librarians and information system engineers should research, investigate, and develop appropriate materials and methods to deliver knowledge to the target audience. This paper discusses librarian and information system researchers' knowledge gaps and strategies to implement knowledge transfer among members based on the needs of the target audience. These activities include the following: a) research on the target's information needs and their possible sources, b) research on the target audience's information needs and their sources, c) the development of information system to meet the target audience's information needs and sources, and d) data collection and storage methods and tools to collect and store information. The paper further highlights the roles of libraries, library professionals, and information system users who make a critical contribution to this research. A comprehensive and open discussion on the problems caused by the changing information needs of the target audience is thus proposed as an additional aspect of this research.
