We find clear evidence that the current system is less efficient, and hence less efficient than previous systems. We find no evidence that indexation is associated with a lower-cost living. Our empirical analysis also indicates that the U.S. is the only industrialized nation without an effective system of social insurance to offset the costs of unemployment and retirement programs. This system must be abandoned because it is ineffective in controlling these costs. We provide recommendations for the development of a system of social insurance that can control unemployment and the costs of retirement. We conclude that U.S. tax reform should include the adoption of our indexation methodology to control the costs of unemployment and of retirement programs. All other components (excluding interest on the debt) comprise nearly 65%, with inflation representing an additional 15%.
