Background The Expressions of Interest are a scheme introduced in November 2010 to attract migrants who would provide an additional stream of skilled migration to New Zealand. These are known as “Lois” to distinguish from the general stream of skilled migrants. There is also a secondary stream that currently admits only the most highly skilled migrants, known as “Expressions of Application”. All applications are processed in a priority order. To date the general stream of skilled migrants has attracted more than 2,900 places. It is anticipated that over the next six years over 2,000 new Expressions of Interest will be available; however the number of selected candidates remains to be confirmed. 3. Reconsideration of Expressions of Interest Before the application window closes the Department of Business Innovation and Employment (BID) has the discretion to consider reconsideration applications. Reconsideration applications have to be made within one year of the application date. If the decision is not to reconsider, the application is considered to be denied. BID may, at its discretion, grant a review of the decision to reconsider ate an Expressions of Interest if the application meets the eligibility criteria of the Skilled Migrant Category. 4. The following documents were available to assist with the assessment of Expressions of Interest: Official copies of LISA forms; Completed application forms; Official transcripts of qualifications, including relevant education and skills; BIA's Decision note; Rejected Expressions of Interest in the last six months (see section 5 above); Certificate of Australian citizenship; Certificate of New Zealand citizenship; Records of successful interviews at the SkillS elect application center; A document showing successful completion of the SkillS elect interviews or, if no such documents are available, a report from the SkillS elect interview chair stating that the applicant met the requirements for the skill identified in the application. 5. Skilled Migrants (Expressions of Application) Expressions of Interest are now the most popular visa program for foreign skilled workers to enter New Zealand. In total, 1,054 applications for Expressions of Application are currently on hold. At the start of the financial year (January 2010 to December 2010), there were 590 Expressions of Application awaiting decision.
