The first British administration came with the establishment of Freetown in the 1880?90's and was followed by the rule of the first independent African-majority regime, founded in 1918, after the British left the region. The colonial administration remained for some decades. The first administration based on the notion of equal opportunity between black and white was established in the 1890?99, shortly before Britain left the region. The second administration, based on the notions of racial inequality, followed a few years later. The period between these two regimes was characterized by the growth of a largely urban, urban and educated and industrial elite--a minority of whom, with a few exceptions, were white. These events, in turn, have been explained by a combination of economic progress, imperialism, and white supremacy. This analysis leaves open a few problems. If the elite was predominantly white, why did white supremacy not emerge until the establishment of a second administration? And if the elite was largely black, why did not black supremacy emerge earlier ? The question of class consciousness has been the subject of particular discussion in the literature on the evolution of racism in white and black societies. A number of studies have pointed out that racism was, in the nineteenth century, a class issue, which made it particularly difficult for black revolutionaries and reformers to win support for their demands. The role of race as a determining feature of class consciousness of the urban working class, moreover, has not been adequately explored in relation to white supremacy. In Sierra Leona and others have shown that the emergence of race, as an important concept in class consciousness, had its origins in the emergence of colonialism and the class system. In Sierra Leone, the history of the development of racial discrimination is closely linked with the development of industrialism. The emergence of industrialization is a complex process in many countries, involving a process of economic development that has been accompanied by economic change and racial discrimination.
