Applicant: First-time home buyer of a designated new residence located in the City of Victoria BC, who has not been a resident in BC within the previous three (3) years. 1. The applicant must: An offer letter (from a qualified real estate agent, broker, condominium, co-operative society or similar group of persons who are registered with the Real Estate Council of British Columbia (“RE CBC”) or another equivalent authority in BC) stating their offer to sell, the price you are willing to pay, and the expected date of closing. The applicant must provide one of the following documents with his/her offer letter (or other applicable documents): the BC Home First Act Application form, or. The BC Home first Act Application form, or an attached list of proposed improvements or services the applicant is proposing to provide to the purchaser. 2. The applicant must pay the additional HST as follows: Applicants who have paid the HST by direct deposit before 1 November 2016 must still pay the HST. When you pay the HST, you should enter “D” on line 5, under “Taxable (Scheduled to be Implemented): GST” In the “Other” column. If a foreign resident who paid the HST by direct deposit before 1 November 2016 did not complete Form FILE, you must pay the HST, in addition to the GST amount, as follows: the tax to be paid is calculated at a rate of 8.4% of the gross amount of the payment, and if the gross amount of the payment is 500 or less, the amount of the additional tax is calculated by: multiplying 500 by the base tax rate for a foreign resident at the time Form FILE is completed, and for any later annual tax year after that time the total is the highest of 8.4% of the gross amount of the payment or .02% of the gross amount of the payment, whichever is greater 8.40% + 500 = 0.
