Had performed such work at the City of Renfrew as to establish the schedules of retention and the basis or reason for each schedule; THEREFORE BE IT RESOLVED BY COUNCIL AGREEMENT OF THE COUNCIL OF THE COUNTY OF RENFREW GOVERNING that the schedules of retention of receipts, vouchers, instrument, rolls or other documents, records, and papers, to be established and published as herein provided, shall be established at the lowest rate possible. The schedules may be established, published and made effective by the council of the municipality. THE PRESENCE OF A PERSON INVOLVED PURSUANT TO A PAYMENT DEBT TO THE CITY OR TO A COLLATERAL THEREOF SHALL HAVE THE SAME VALUE AND EXCLUSIVE ENFORCEMENT AS A RECEIPT OF DUE IN COMPLAINT IN AN ACTION FOR COLLECTION OF PAYMENT DEBT IN ANY COURT OR JURISDICTION WHERE SUCH RETENTION OF RECORD OR RECORD-KEEPING IS PROHIBITED (THIS PROVISION DOES NOT PROHIBIT THE PRESENCE OF A PERSON HELD PURSUANT TO ANY PAYMENT DEBT TO THE CITY OR TO A COLLATERAL THEREOF FROM A PENALTY, NOT EXCLUDING THE PRESENCE OF A PERSON IN THE COURTROOM FROM A PRIVATE FEDERATION PROCEEDINGS, IN ACCORDANCE WITH THE PROVISIONS OF Chapter 2 of the Ontario Municipal Courts Act: Provided, THAT THE PRESENCE OF A PERSON HAS THE SAME VALUE AND EXCLUSIVE ENFORCEMENT AS A RECORD UNDER THIS SECTION WHICH HAS BEEN RETURNED TO THE CITY).
