1-10). 1. Introduction This report presents the first Departmental Needs Assessment of an urban air quality management plan. The overall objectives of the plan are to: 1) reduce the occurrence and extent of air pollution events (i.e. air pollution events) in and around the City of Cornwall, Ontario; 2) reduce air pollution levels, as estimated by the air quality forecasting process, in and around the City; 3) enhance air quality through air quality management measures (i.e. a “cleaner air plan” for the City) 1. An air quality plan is a comprehensive set of air-quality management measures for the City to be included in a single report 2, in accordance with Section 4 of the Regional Water Assessment Framework (RAAF) and for each urban area. 3. The air-quality planning framework was developed in conjunction with the Ontario Ministry of the Environment and the Canada Water and Environment Research Fund (CERF), and was originally implemented through the Ontario Ministry of the Environment air pollution regulations, in collaboration with the province and private sector groups. 4. In this report, the urban area (the City of Cornwall) and the local municipality (the Township of Chippewa) are referred to collectively as the “Urban Air Quality Management Plan” (the “Plan”). 5. The report is also being released as a public consultation document 5. There has been a lack of public consultations and information release on this project, and it has been anticipated that this might impede ongoing efforts. 6. The purpose of this report, and of the City Planning process, is to inform and guide the development of the plan, and as such, it is intended to be open and transparent. 7 This project has been supported in part by several federal departments, the U.S. Department of Energy, Ontario Department of Environment, and The Canadian Geotechnical Corporation as well as the local Environment and Climate Change Canada working group. 8.
