A native Albertan with an extensive background in both city affairs and provincial leadership, Stokes has served as the city's manager of transit, recreation and economic development between 2004 and 2007. Prior to his service as Edmonton's Manager of Transit, Stokes served two terms as Councillor for Sherwood Park, representing the northwest edge of Edmonton's easternmost suburbs. During this time, he also served as Chairman of the City's Board of Health. In addition, he served on the Board of Directors of the Edmonton Board of Education, the City's Parks and Recreation Advisory Board and on the Alberta Health Services Central Regional Advisory Board. After two terms as Councillor, Stokes was elected in a by-election in 2008. He then elected Mayor in 2013 for the first time as an MLA. As City Clerk and Chief Administrative Officer, Stokes oversees an agency with a total budget of 4.5 billion. Before his time as Mayor, Stokes was Deputy Chief of Police and had a career in policing which spanned over 20 years. He was a member of the Edmonton force for over 15 years. As a municipal officer, he served as Chief of Police on various Edmonton forces in policing roles. He was a member of the police forces in Fort Saskatchewan, Grande Prairie, Lethbridge and Rocky Mountain House, as well as Edmonton, South West and Red Deer. Stokes also had two stints as a police officer with the Canadian Air Force, first serving during the Afghanistan war, and then again with the Canadian Forces in Afghanistan and Germany. After his retirement from the military, Stokes served as the Director of Professional and Occupational Development for Edmonton's police force until his election as an MLA in 2007.
