Tank Construction Unit Removal and/or Service Inspection The Rockwell International, Rocketry Division, contracted with the California Department of Toxic Substances Control to perform this service on Tank 42. The Tank had been located at CTV Ill (Area I), of the Rockwell International, Rocketry Division, Santa Susana Field Lab. During the first two or three years the Tank was located there, work was done to inspect the Tank at a regular interval. During these inspections the Tank was observed in some distress. The test results were positive. However, because of the increased volume of fluid stored in the Tank, the test had some variance that gave some indication of potential problems in tank integrity. No action was taken as a result of this test and the Tank was accepted for abandonment. II. Tank History The Tank was obtained from Cal/OSHA in 1985 and taken to U. S. Department of Labor in 1987. The Department of Labor found no lead content in the piping. The following was found in an unopened valve: “This is typical of the condition of the gas piping in such tanks. The valves in this particular tank are too close together for a reasonably sound leak control and have a tendency toward leakage.” The Department of Labor was also unable to provide the original inspection report. It was learned that during its first inspection, a representative of R. F. Rocket inspected the Tank and found corrosion in the pipe. When they were unable to find a solution in the repair of the tank, they returned to Rocket and asked for assistance from Rocket in restoring the tank to operating condition and recommended that the Tank be declared “inoperable.” There are no records to show that they did receive an acknowledgment from Rocket. While there is evidence that the Tank was repaired during its second inspection, it was not considered repaired because of the corrosive and corroding condition of the pipe. No remediation attempts were made. The Department of Labor sent it to a local plumbing contractor who reported that the tank did not have enough structural integrity to be functional and could not be restored.
