The bill also provides funding over 5 billion of cost-related provisions in the National Wildlife Refuge System. The National Park Service will continue their efforts to acquire or establish new national parks and monuments to increase access to wildlife, wild places and scenic places across the continent. The National Park Service is in the process of reviewing the options available to acquire land over which it has no authority. This review will be carried out in collaboration with State Park Service offices, State and county governments, and State and local officials. On July 26, 2005, the Senate Environment and Public Works Committee held “Public Hearing on Water for National Wild and Scenic Rivers Act,” to examine and comment on the Water for National Wild and Scenic Rivers Act (S. 1382). This legislation proposes funding for the Wild and Scenic Rivers Fund to establish an endowment, create a system of water quality grants, and provide direct grants for projects which enhance water quality. The Committee approved the bill by a vote of 35-9. This legislation was intended to establish the first endowment for the Wild and Scenic Rivers Program and to create a new grant program for water quality projects. The bill would fund water projects through appropriations of up to 40 million annually through FY 2006. This legislation will focus on water quality projects in all 58 states along the upper Great Lakes and other waters in the Upper Midwest. This legislation is supported by the Great Lakes Restoration Initiative, the Great Lakes Interagency Council on Wildlife, the American Association of State Water Directors, and the Center for Watershed Sciences, all of which have helped to organize the hearings on this legislation. This legislation has been co-sponsored in the House by Representative Mike Kelly (R-PA-2) and Representative Adolphus Towns (D-NY-22), and in the Senate by Senators John Kerry (D-MA) and Allen Specter (D-PA). The Committee's consideration of this bill is now complete. This legislation had a hearing on July 19, 2005, and has been referred to the Subcommittee on Health, Education, Labor and Pensions of the Committee on Health.
