The objective of the tender is to provide funding to projects in the following areas: — to develop and implement a comprehensive set of climate change adaptation requirements. A detailed explanation of this can be found in the final publication of the contract notice, European Council decision 2009/24/EU of 26 June 2009. To encourage projects with innovative approaches to the financing of these requirements, an incentive payment of EUR 6.50 per MW p?1 year would be granted and EUR 6.50 for each MW p?1 would be payable for two years. For the purposes of this incentive payment “adaptation” means: — improving the energy efficiency of power systems — building, repairing or replacing buildings damaged in natural disasters, for example by earthquakes, floods or volcanic eruptions. 3. The tender will open for tenders 1 at the end of February 2012 and will close at the end of April 2012. 4. The following rules apply in connection with the tender procedure: — The tender document must be published on the official website of the European Commission. The publication will require some time. — The tender will be open to all members in the European Communities who have registered on the European Commission's official website. The registration is free of charge. — The Commission will issue the tender invitation to tenders no later than 30 days before the auction and after consultation with representatives of Member States. 5. The tender document will have to include the following: a description of the project; — the objective of the tender; — the detailed proposal relating to the project; — technical specifications; — the financial proposal for the project; — a summary of the project management and governance arrangements. In case the proposal contains technical specifications only it will need to include a description of the technical specifications. 6. The Commission will issue a final solicitation for tenders no later than 30 days after the end of the tender. 7. The procurement of the project will cost EUR 20,621,873. 7. The deadline for acceptance of the tender proposal for tenders 1 will be 30 July 2012. 8. The award of the contract for the project will be at the discretion of the Commission and will be dependent on: a. the technical expertise in the participating candidate countries on the proposal submitted by the Commission; and b. the capacity of the participating candidate countries to implement the project in the time set by the Commission. 9. The project contract, in addition to the financial proposal, will cover the following elements: a. The design of the transmission lines for the project; 8.
