These reports provide the services an early warning of floods and flood related hazards, enabling them to prepare more effectively for flooding. For several years now, the European Center for Medium Range Weather Forecasts at the Met Office has worked closely with ESA and the European Environment Agency (EEA) from an existing joint project on the development and implementation of an early warning technique. Our work has been a success and a new EEA-EU project is beginning to develop this technique from pilot stage. In recent years we've developed the Flood Alert Network (FAN) based at ESA, using a model of the European hydrological system that is based on hydrological research performed with the Met Office Flood Forecasting Team. Our FAN network offers timely warning of severe flooding with the potential to move people, vehicles and livestock from a location. By improving the accuracy of our flood forecasting model and by developing a new technique to better assess the severity of extreme flooding, FAN can offer better protection of the people and assets in the areas where a flood alert would be sent out. FAN is also used by the European Commission and by many other European agencies to improve the interoperability of forecasts and information. In 2006, the European FAN system will be fully operational with data from all European countries as well as Norway and Iceland. It will use its own network of regional-scale weather stations and will operate as a service provider and provider of data to civil service organizations across Europe. The European Commission developed and implemented EEA-EU cooperation. In July 2005, European Environment Agency (EEA)-EU coordinated a study on new means of protecting people and property from flood damage in low-lying coastal areas by the use of satellite data. A decision for a new system to replace current flood radar mapping for this purpose was made during September 2004. The EEA-EU is currently engaged in a project to build an additional system to replace current flood radar mapping for this purpose. The European Flood-Radar-Monitoring System (FORMS) at the Met Office has been developed to produce high-resolution maps of local rainfall data at the local scale.
