The Department of Transportation shall promulgate regulations to determine the minimum age requirements and the amount of fees to be charged. The fees shall be collected only upon receipt, and shall be deposited in Public Transportation Fund in the State Treasury. Any person obtaining a permit shall indicate in writing, in bold type, the date and exact location upon which he wishes to obtain the permit and the exact date upon which such permit will become effective.
