A building permit is based on a permit number and is issued by either the Pennsylvania Department of Environmental Protection or a member of the Pennsylvania Department of General Services (DOGS), depending upon the complexity of the project. Under the Commonwealth Residential Code and regulations it is the responsibility of the builder to ensure that every application is completed. All building permits are issued and enforceable during the first three years from the date of receipt and are valid for a twelve (12) month period from the date of issuance. Construction Permits are issued to the owner/builder on or before the date of application. If the application is incomplete (missing any of the required information) or does not apply to the proposed project construction then the complete application will be returned to the applicant. The building permit does not permit the construction of the project. All construction permits do not have an expiration date and can be renewed indefinitely for a different number of months. The first two (2) months of a construction permit may not be used to receive a renewal. The owner/builder must provide full financial and materials guarantees with a signed Construction Contractor's Statement of Work form. If an owner/builder has been denied a construction permit it is assumed that it is either not available or that a new construction permit was requested. When the Building Department does not receive any additional permits within four (4) months of an application being reviewed, they will return an application to the applicant for correction. A permit can be denied or suspended if one or more documents received for permit review are not in order. The following types of issues may cause a temporary suspension of a construction permit: 1. When a building permit is held invalid by the PA Water Code for failing to comply with the provisions of Article 3, section 3 of the Water Regulations. 2. If the application indicates a total change of use outside the permit. 3.
