Commissioner Logan was elected to serve one year and until his
termination in November 2001. This meeting voted to extend his term
until November 2001. Commissioners Perry and Maudlin were
elected for four years, commencing September 2001.
4. APPOINTMENTS AND RECORDS
All commissions were filled on the day of the meeting. All
appointments and all records were provided during the meeting.
5. ADMINISTRATORS STATUS
A. ADMINISTRATION
Commissioner Logan will be appointed to the NAC Board of Directors on
August 7, 2001. All other appointments will be made by the NAC by
laws when finalized.
C. RECORDS RECORD
Commissioner Logan was placed on indefinite suspension from
official duties in March 2001. All records that may be relevant to his
proceeding as an arbitrator must be maintained by NAC in accordance with the
NAC and federal law (which does not allow for any disclosure of confidential
information during the term of the arbitrator). NAC is required to maintain the
only records which are relevant during both the term and the appeal period.
B. RECORD EXAMINATIONS
The NAC has held two closed public hearings concerning the
administration of the arbiter rules and procedures. The NAC also has had an
expedited open closed public hearing, except the first day when only
2 persons attended and one of those persons has since died. All the information
present at that hearing was provided during the public meeting held on
February 7, 2001.
D. CANDIDATES FOR THE NAC
Commissioner Logan's nomination for the NAC Chairman will be open for
public review until December 16, 2001.
E. NAC STAFF RESPONSIBILITY OVERVIEW
The Board of Directors and NAC staffs have the responsibility to serve the membership
of the North American Court of Arbitration Conference (NAC) professionally
and to ensure the proper allocation of the organization's resources. The primary
responsibility of NAC staff is to fulfill the organizational mission of representing
the membership of the NAC in the conduct of and bylaws, statutes and regulations.
