This system also provides a means for parents and guardians (called “registered” parents and guardians in the System) to electronically review the enrollment forms that are sent to their student s, and for parents and guardians to make informed decisions as to the selection or non-selection of students for special education or gifted and talented programs or programs for which a student will be a member of a student honor society. The Electronic Registration System is available to all New Hanover County public school students from kindergarten through 12th grade. The system is designed to allow parents and guardians to review the enrollment forms sent to their students and to register their children, and to make reasonable decisions about whether a child should participate in programs and activities that the parents and guardians deem appropriate in light of the child s or student's individual needs. Each day, the system provides a summary of enrollment information (including grade level and name) for each student and allows students to electronically browse enrollment forms from the current school year to the previous school year via a list of registration types and program types. The Electronic Registration System is an open system, meaning that each participating school will develop its own enrollment information system. The New Hanover County Schools will also add additional registration ways for each student, including, but not limited to, computer terminals so students can register individually with a school and make more immediate decisions regarding their enrollment. The New Hanover County Schools' enrollment system will not provide the school district enrollment system for any existing or future school district. For the electronic enrollment system to function, a student's electronic registration form must contain the student s name, the student s date of birth (and current address), and the student s residential address. For the information to be included in the New Hanover County schools' electronic registration system, a number of items require to be included. The enrollment and registration forms will have to make use of a type of identification system for accessing the system. The system will have to support the use of multiple identification systems and be capable of transferring the information from one system to another. The electronic enrollment system will have to provide the ability to store electronic registration information for a minimum of two-years. The electronic registration system will also require to enable the system to verify the accuracy of the electronic registration entries and the accuracy of the information entered by the system.
