BRIEF SUMMARY OF THE INVENTION The invention is provided in the construction and method of detecting and reducing signal pollution in a telecommunications or radio communications' system by forming a carbon-based resin material, by depositing a layer of such resin material over a carrier wave, the carrier wave being comprised of two carrier regions disposed in proximity to each other to produce carrier regions A and B and other signal sources having different wave propagation paths through such region. The resin material may be of a type such as, for example, a resin of the type shown in U. S. Pat. No. 3,983,633, the invention being further described in connection with that patent. The resin material comprises an outer layer comprising carbon compounds (e.g., Brasilia acid, percent, phenol, phenacrylic acid, hydroxypropyl methyl cellulose), a hydrophilic region of about 2 to 1 wt. %, and a hydrophobic region of from about 15 to 7 wt. % and is used in a composition with one or more carrier waves. The resin material can also be of a type in which each carrier wave is formed by a single layer of resin material on a carrier wave and the carrier wave being comprised of two regions having different thickness, preferably of different thicknesses, as in the examples shown in the claims. Alternatively, the resin material can also be of a type in which each carrier wave is formed by a layer of resin material forming a layer on a carrier wave having two distinct layers (or regions) having differing thickness, as in the examples shown in the claims.
