The Ministers of WHO and the European Parliament, recognizing the need for strengthening the health sector, recognize that the environment has a crucial role to play in combating communicable diseases and establishing the conditions for the healthy development of all persons. 4. For this reason we hereby establish, in support of the WHO-EU Declaration on Climate Change, a European Agenda for Action on Environment and the Health of Peoples which includes a specific commitment with particular emphasis on the environment and health, and which includes both immediate and long term aims. 5. We welcome Member States to adopt a national program of action to be followed by their efforts in relation to the elements in the WHO-EU Declaration on Climate Change. 6. At the same time we also welcome all initiatives by Member States aimed at achieving the long-term measures to be taken under the Agenda with a view to achieving the long term objectives of the Agenda; 7. The European Member States, in line with their respective responsibilities for the environment in their domestic legal structures and procedures, should take all appropriate legal, fiscal and technical measures to achieve the long term objectives of the Framework Agreement at an early date in accordance with international law, and should be ready to participate in international organizations designed to implement that agreement. 8. The European Commission, working in tandem with Member States and the appropriate multilateral institutions, should work in close liaison and in close collaboration with the WHO in order to support the implementation of the WHO-EU Agenda on Climate Change at the international level. 9. To this end the Commission, within the framework of the European Commission Strategic Environmental Policy Framework, in agreement with the competent DG of the European Investment Bank, should make available the appropriate information to assist Member States, the European Parliament, the Council and other relevant stakeholders. The relevant elements of this information should be reviewed on a regular basis and the results of the assessment of the impact this information may have on Member States, the European Parliament and the Commission will be communicated. 10. It is the responsibility of the Member State responsible for the environment to ensure that the appropriate procedures and measures are in place at all stages of the preparation of legislation, including drafting of laws, procedures, guidelines and policies. In this respect, Member States will establish an independent expert-supervisory body, the Competitiveness Advisory Group for the Environment, based on a permanent appointed Executive Director.
