Namibia's foreign and development policy Namibia has been a member of the UN since 1956, and a founding member of the Community of Latin American and Caribbean States (Con ALICE). This group of states, which will come to be called the Inter-American Community (IAC), has provided the country with a wide range of economic and social aid programs, and has also provided funding for numerous foreign initiatives in development and social matters. According to UN estimates Namibia's foreign aid totaled 3.4 billion in 2012. In addition, the country has been a major contributor to international health organizations with over 500 million in health programs. The most recent development in the country's development and foreign policy is the adoption of a new national development strategy, a document which outlines the country's overall development plan, and provides a framework for the implementation of the plan, including the allocation of funds for planning and development. The new strategy was proposed by President Hendrik Keyword, and it has been reviewed and adopted by the Namibian legislative body, the Council of Minister of Foreign Affairs. The new strategy aims at promoting an environment that promotes economic, social and environmental sustainability. Namibia targets the following key development goals for 2025: — Increase the country's Gross Domestic Product per capita to US10,000 by 2025; — Increase the rate of population growth from 3.1 to 2.1%. — Achieve a significant reduction in GNP as a percentage of GNP in 2025; — Improve life expectancy to 80 years by 2025; — Promote sustainable trade and investment.
