The new mass media, which have largely replaced the old, are seen by these theorists as capable of both correcting or at least correcting a significant number of these errors. According to these theorists, the new mass media enable the formation of a new, higher, and more democratic society, whose citizenry better understands the need to live and function in the public sphere. Here, we use data from the new mass media in the two nations to develop an analysis of how new media affect people's understanding of and willingness to participate in the public sphere. We identify the effects new media have in Germany and in the United States, and determine which of the four potential explanations of the new media effects hold for both countries. We use these new effects to suggest possible future directions for research, as well as a short program for research on this emerging subject under the auspices of the Interim Review on the Public Spheres and of the International University on the Public Sphere (EUROPE).
