On 3 June 2010 the European Council adopted an opinion on the follow-up to the report of the fifth European Council held in July 2009. This paper presents to the Council its analysis of the report and, taking account of the results of the sixth round of joint evaluations in June 2010, the next report and of the conclusions to be reported at the European Council in October 2010. The Council believes that the report, which contains a number of recommendations on improving certain aspects of the functioning of the single market and enlargement policy through legal and institutional measures, should be translated by the Member States of the Commission in a way that all Member States would benefit from, irrespective of the specific nature of the recommendations or the timeframes involved. A decision not to discuss this item further at 11.00 a.m. is adopted by 11.00 a.m. (1800 hours). At 11.00 a.m. Council convened an extraordinary meeting at which the Presidency decided to hold an extraordinary meeting of the Council immediately on its return after the next European Council meeting. The text was approved by 14:45 p.m. The Council President took the floor to explain the reasons for the extraordinary meeting. A decision was adopted in the form of a written decision by Council to convene a meeting of the Council immediately on its return after meeting in Brussels and to call all the Council presidency to Brussels.
