3(c)(ii) of the General Assembly Resolution 33/256 on communications, a message of the Secretary-General of the Assembly is hereby requested to: 3a. Call upon the IMO Members to ensure that the equipment used for radio communication and search and rescue activities, including such instruments as land-based satellite systems, transponders, ground stations, search and rescue aircraft, helicopter surveillance platforms, land-based airborne and surface surveillance radars, and underwater search and rescue vehicles is free of adverse foreign influences or interference, including by means of the use of military equipment and by means of the use of radio spectrum in any manner that may be inappropriate in the nature of the matter in hand and in furtherance of activities aimed at international peace, security and humanitarian purposes. (Note: Such devices have often been used during civil disturbances, in order to facilitate the deployment of equipment.) 3b. Encourage the IMO Member States to take steps to ensure that the appropriate safety systems for radio communication and SAR devices are in place in time to ensure that international humanitarian, safety and security activities involving the use of radio communication and SAR devices will not be jeopardized by such devices. 3c. Decide to send to all States in IMO the following information: a. That IMO has decided to send a third notification pursuant to Article 22.3(c)(iii) of the General Assembly Resolution 33/256 3 to all Member States: (i) the names of those Member States whose facilities and activities are affected by the use of communications and SAR devices; (ii) the names and, if possible, the contact information of the officials who are responsible for these facilities and activities; (iii) the names of those countries whose personnel are likely to be placed in harms way, and which are involved in the activities; (iv) with a request that all States notifies the IMO of these names not later than 14 days after the date of this notification. Any other information that the IMO deems necessary, including information requested by a Member State or by an observer Mission or the IMO Council.
