INTRODUCTION In this chapter we attempt to define modern globalization as political process among nations whose institutions and values are not based only on shared language, religion, culture and ethnicity and not necessarily a common culture. We examine the relationship between globalization and unions, the two most important non-economic factors that influence political choice today. We find that unions are a critical element of modern globalization, while globalization itself has played a negative role in the development of unions in many countries. In this chapter we explore the causes of this trend toward globalization and how unions have been unable to adapt to these changes. 2. BACKGROUND To understand globalization it is essential to grasp the current international system and examine its main actors, i.e., the major powers and their main trade associations and other international organizations. Most importantly, we must analyze how the present system functions and how the interests or the interests of the major powers are reflected in this system. 2.1 The current international system The international system that governs international relations today is based on the rules formulated through treaty and the related institutions of the United Nations (UN). The basic features of the international system are set forth in the Treaty of Paris of 1948 and the subsequent amendments. These treaties and the institutions of UN have gradually evolved over the years in both form and substance, most significantly in the post-World War II era. The basic structure of the international system is set forth by Article I of the Treaty on the Non-Proliferation of Nuclear Weapons (NOT) of 1970. This article defines the system as consisting of the five permanent members of the UN Security Council — the US, China, UK, France and the Soviet Union — together with all of their principal embassies and international organizations (such as the International Monetary Fund, International Bank for Reconstruction and Development, and the World Trade Organization). The other non-permanent member states — Germany, Italy, Japan and Italy — also participate in the system to some extent, but for an indefinite period. In this system, non-permanent UN members have their own interests expressed in various international organizations (e.g., for example in the World Bank and International Monetary Fund) instead of being bound by general guidelines and provisions agreed by all members of the United Nations. Non-permanent states also enjoy various rights and opportunities that members of the UN do not (such as participation in the United Nations Security Council).
