The paradoxical self-help program can be understood as a means of organizing people to do so in the spirit of social welfare. However, WISH is not at the service of the welfare state and rather the opposite: it is at the service of the individual's desire to help the world around her/him. The aim of WISH is to “liberate the will to help.” However, the individual self-help program or the WISH that aims at liberation is not the opposite of the welfare state's goal of cooperation. Rather, the WISH which aims to liberate the will to help is at the service of the welfare state as a means of organizing people to do so. This article describes two models, the “social welfare” and the “welfare self-help,” which are applied in the Japanese welfare system. The first model describes two types of self-help programs that are used both in Japan and in the United States: the “social welfare” and the “welfare self-help.” The term “welfare state” is usually used to describe the United States.
