BACKGROUND Since the beginning of the 1900s and the first decade in which the Census Bureau was functioning as a bureau of the Executive Branch, this Census has been conducted on a voluntary basis by the General Accounting Office, with the approval of the Bureau, and with all the data collected by the Census Bureau considered as part of the information made available to the public for use in legislative and other activities relating to federal government programs. Prior to the Census, Census information was collected from a wide variety of governmental agencies, with the intent that the data would not be made available to the public for commercial use. Following recommendations by the American Statistical Association (ASA) in the 1930s, however, the Census Bureau developed a comprehensive set of voluntary sources of data. Each year when the Census is conducted, approximately two thirds of the samples of the national sample population are drawn from the voluntary data sources. The rest of the sample are drawn from the mandatory, or mandatory, data sources. The voluntary data are made available to the public for use in the same ways as the mandatory data sources and are also made available to research groups and other organizations to whom the Bureau would otherwise provide information. In some cases the Bureau relies on the voluntary sources of data to make the data available, and in others the Bureau relies on the mandatory sources to make the data available. The voluntary data come from a variety of people, private and governmental, in a wide variety of categories, and are also made available in many of the same ways as the mandatory data. As a result, the Bureau relies on voluntary sources, such as the Census Bureau, to make the data available. For the purposes of this report the voluntary data sources are those that the Census Bureau uses to gather data on many of the areas of the nation whose populations are to be estimated for the Census of Population. The number of places in which the ABS collects voluntary data from more than 10,000 persons is not available. Because this information is voluntary it is not included in the ABS's official database of population estimates.
