HISTORY OF HEALTH CARE IN THE U.S.A. The U.S. Government had a plan, not to replace the health insurance of the aged, but to create a system of universal insurance that the aging population would have to accept. The plans of Social Security and Medicare, the National Health Insurance, are a kind of plan for an insurance system for our aging population, and many of the problems of the health care for American seniors were actually created in those plans. In 1946 the U.S. Senate had passed legislation which provided for a health insurance program for all Americans ages 18 and over who worked. This legislation was to provide a basic health plan to all citizens. The plan would insure all workers against all costs of medical care, and the costs of health care would be paid by the employer. The bill passed by a unanimous vote in Senate by 39 to 0, and the bill was referred to the House where it was approved by a vote of 174 to 33. The legislation of 1946 was to be financed by a payroll tax of 2.13% on employers. This tax was to be raised annually by a maximum of 0.25% each year. There would be no cap imposed to control increases in the tax. In 1947, the Senate Committee on Finance voted favorably to the bill, and was prepared to vote for the bill in committee and on the floor of the Senate. On April 15, 1948, two days before the scheduled committee vote on the payroll tax issue, the Senate passed the bill by a vote of 52 to 21, which was very unusual because all the Senate committees were divided on the bill. Senators Douglas and Jacob Davits, Chairman and Vice Chairman of the Senate Finance Committee, argued that the payroll tax was too high. They said the payroll tax was a tax on work and too high an addition to the cost of life. Senator Jacob Davits said: “It is a tax that will be borne by the employee and employers, not on production. What it will do is force everybody to get health insurance and the rest will go to the employer.” Senators Jacob Davits and Henry Jackson were against it, and they were joined in voting against the bill by Senators Meadow and Conklin.
