The Army was able to determine the impact and the damage to kinetic energy weapons and provide recommendations for improving such impacts in Operation Desert Storm. It is evident that the current Joint Land Attack Cruise Missile's (JLA CM's) use has been an improvement over LAC's originally produced 50 years ago. This was the first time that a weapon was able to provide the maximum level of protection to protect both land and ship at range and the war fighter. But the JLA CM's were not able to provide a complete, assured destruction of an air defense target. While both the U.S. Army and U.S. Air Force are very keen to demonstrate it, the truth is that the Navy simply was not prepared to destroy all targets with its existing cruise missiles. There were many gaps in the missile's kill envelope, particularly over the land mass. Therefore, there has been a need for the Navy to develop its own alternative, which is to be developed with new design concepts. It is now time to look for the necessary funding for such research and development. This study provides a conceptual design of a JLA CM, focusing on the cruise, intercept and decoy modes. The main objective of this project was to determine the design of a new cruise missile. The main technical objective in the cruise missile is the maximum protection, provided in the warhead, of the war fighter in the area of operation, including the land mass, including the ground based radar systems and all coastal installations. The mission capability of a JLA CM is the capability, in the ground based radar area, of destroying all targets, without the need for a missile launch. The mission capability also includes the ability to intercept all targets and to detect all airborne targets, while the cruise mode may be employed for certain targets to allow for high accuracy in tracking. The main objective of this report is to provide guidelines and design techniques in order to define an experimental cruise missile. This report is divided into several sections, the purpose of which is to provide a conceptual design for a new cruise missile that will meet the mission capability, the mission requirements and provide the needed support to develop, test and evaluate a new cruise missile. Section I. Mission Requirements A new cruise missile must be able to provide enhanced protection for both land and air-based targets within a certain range. The concept is to protect the land mass, while simultaneously providing target protection during the cruise.
