The Recovery Road, we need Kentucky's businesses and small enterprises to play the lead that we're counting on them to do so, for we know that this work isn't done until we are fully on the road to recovery. The American Recovery and Reinvestment Act (AREA) has already helped strengthen business communities across the country as well as the state of Kentucky. In the weeks and months ahead, AREA will continue to work to help businesses and small enterprises build more robust and productive economies. As a part of that effort, we are looking to Kentucky to help provide critical tools to strengthen Kentucky's competitiveness to remain on the Recovery Road and to lead the way forward for other states and their businesses as we head toward the final frontier, the full recovery. One of these critical programs is the Kentucky Small Business Energy Tax Credit, or Kentucky SET. The Kentucky SET will ensure that Kentucky businesses continue to have access to affordable resources through the federal government. That is why Senator Max Caucus (D-MT), the Chairman of the Senate Finance Committee has worked with Kentucky's small businesses to establish this new program through the Congress. This is a win-win, because, as a member of the Senate Finance Committee, Senator Caucus leads the Finance Committee's efforts to protect the small business tax deduction, and, as Chair of the House Ways and Means Committee, Senator Caucus has dedicated his entire career to making sure that our tax code provides for the benefits of our tax code while also lowering the tax rate for businesses. Because of these efforts, Kentucky's SET will expand to the entire state and will cover 80 percent of the tax liability of Kentucky-based exporters. This new program will promote a stronger and more competitive Kentucky economy while increasing our exports and economic growth, helping Kentucky small businesses remain competitive as the nation's next major export corridor, which we need, while also increasing our exports to other countries. In Kentucky, a growing domestic economy plays a huge role in creating jobs for Kentucky's workers and their families. The number of Kentucky's manufacturing firms that are based in the state has increased nearly 25 percent over the last three years and more than 100,000 private sector jobs have been created here on the Recovery Road, even though the state of Kentucky's unemployment rate fell from percent in 2008 to percent in 2012. It is because of Kentucky's skilled, growing economy that we are still in recovery.
