It is a recommendation, based on extensive discussions with School Councils and school
administrators, that such principals must be given a specific definition of their specific
ministry's responsibility. This can only be given by an authorization granted by the Ministry
in writing. This can be through a decision letter and no one has any authority to make such a
decision in the absence of such an authorization.
This guidance is intended to make clear that each school will have an individual departmental
responsibility related to its school as it relates to the administrative responsibilities contained in
Memorandum No. 53, May 25, 2004. In accordance with Policy/Program Memorandum No.
53, it is recognized that each school has responsibilities for the operation and operations of the
school that are consistent with the provincial curriculum and approved school policy and
policy manuals. Accordingly, all School Councils of all level of authority should address the
administrative responsibilities of the principals of their schools at the appropriate level of
authorization. In all cases there must be a specific definition of each ministry's specific responsibility.
Such a definition can be made by the Ministry by authorizing one of the following levels of responsibility
from the Deputy Minister to the School Committee; Deputy Minister of Education or
Deputy Minister of Education, with input from the principal. As the responsibilities of the principal
become clearer, the delegated ministry level authority can be reduced to one or both the Deputy Minister
and the School Committee. Once established the School Committee will need to report to the Deputy Minister.
This memorandum requires a new level of authorization to be received by the Deputy Minister in order to
provide specific and detailed direction to the principals of the schools of Ontario.
It is anticipated that, given the wide variety of school administration positions, the number of
authorizations can also expand dramatically.
IN ORDER TO RESPOND TO COMMENCEMENT OF APPLICATIONS, THE RESPONSIBLE
MINISTER AND SUCCESSORS MUST INCLUDE TO THE DEPARTMENT TO WHOM THE
MISCELLANEOUS AND ANY AUTHORIZED MEMBER OF THE SECRETARY'S AUTHORIZATION IN FORMING
AND AMENDING THE DECLARATION OF COMMISSIONERS AND ADOPTING THIS CEREMONY.
