Handbook EL-505 was originally published by the Injury Compensation Control and Policy Committee and is being transferred to the Injury Compensation Program Administration by the Office of the General Counsel. The Handbook contains the instructions, procedures, and data sheets for use in determining an administrative agency's responsibility for the USPS Injury Compensation Program and the responsibilities of the Agency to address claims against the Agency. 2. Introduction Section 1 covers general definitions of the terms of the injury compensation program and provides general guidance concerning the handling and reporting of claims and payment in the United States Postal Service Injury Compensation Program. Section 2 covers the program requirements and rules applicable to the USPS Injury Compensation Program. The section includes specific guidance in the form of specific questions and answers and additional data sheets that can be used by the Agency to help determine program requirements. Section 3 provides a general overview of each of the injury compensation program components and provides examples of the types of claims to be paid in the injury compensation program. Section 4 provides guidance on the eligibility requirements that an individual injured or killed in the line of duty must meet in order to receive compensation. Section 5 provides guidance with respect to the manner of payment for injuries sustained during the line of duty. Section 6 provides guidance on the payment of compensation for injuries that occurred prior to September 4, 1965. Section 7 provides guidance regarding the types of disabilities that may be a disability under the program. Section 8 provides information regarding the filing requirements which must be completed prior to or during the award of compensation under the program. Section 9 provides information on the time frame for making a claim and how the claim may be reviewed by the agency in order to complete its review. Section 10 provides information on the type of information that can be requested by the agency in order to complete its review of the claim. Section 11 is a summary of the benefits covered under the program, the amount or percentage that is payable, as well as the amount of payments that the agency may make and the specific deadlines for payment. 3. General Definitions of the Terms of the Injury Compensation Program and the Agency's Responsibility for the Injury Compensation Program 4. The Term of Offset The term of offset is the amount, or value, that is to be paid for the injury, or the value, as determined by an agency, for the medical and living expenses of an injured person or for the family support obligation of a deceased person who would be eligible for compensation based on a disability if there had been no injury. 5.
