I am of the opinion that the letter provided by the Principal regarding the performance of her school, does not meet the requirements of Ohio Revised Code (O.R.C.) §§ 2345.11 to 2345.19. Accordingly, I refer to the Principal's letter as “A” as referenced in Section 3, page 29. I hereby determine that the provisions of Chapter 2345. Of the Ohio Revised Code (O.R.C.) relating to the performance of schools, and the provision of information regarding the performance of schools, will not apply to elementary schools, and that my predecessor's provision of the information required under this audit document was not sufficient to satisfy the requirements of Chapter 2345. Of the O.R.C. Therefore, Chapter 2345. Of the O.R.C. does not apply to elementary schools on the date of this audit document. [B]. We believe that the principal's failure to provide information in the letter provided by her was a mistake, and not in accordance with the law and the requirements of this audit document. We understand the importance of receiving and analyzing performance ratings from each major assessment tool used in conducting performance reviews but believe that the letter provided by the principal regarding the performance of East Broad Street School was insufficient to provide the information necessary to conduct a proper performance review. Therefore, I refer to the Principal's letter as “A” as referenced in Section 3, page 29. We believe it was a mistake for her to provide this letter to the auditors. That this was not in accordance with law and the requirements of this audit document does not absolve her of her obligation to provide information that is necessary to conduct a proper performance review. The principals in our department have a responsibility to the public not only to provide information, but to ensure their principal is appropriately qualified to perform his or her duties and responsibilities.
