Sandra L. Grudge, United States Postal Service (Postal Service) employee, filed a complaint with the Federal Labor Relations Authority (FLORA), alleging she was discriminated against by her employer and the Postal Service's decision to terminate her employment. Ms. Grudge was employed as a Postal Service postal employee in Lutz, Florida. Appellant stated that she was terminated effective January 7, 2005, effective immediately, upon informing Postal Service officials that she had been diagnosed as a “person with autism” and that she planned to retire and become a full time volunteer advocate for persons with autism, on January 30, 2005. The FLORA held a hearing on Ms. Grudge's complaint on November 5, 2005. Ms. Grudge testified that she was diagnosed with Autism Spectrum Disorder (as defined by the Department of Labor in section 2 (2)) and had been receiving ongoing education and treatment. At the hearing, Ms. Grudge stated, among other things, that she has been receiving no accommodations or support from the Postal Service to further her work. Ms. Grudge, a former postmistress, testified that she retired from the Postal Service at the end of 2002 because she could no longer tolerate the harassment, harassment and harassment that she was receiving because of her disability. She stated that her disability has greatly impacted her ability to perform her job. She stated that the harassment, the lack of accommodations, her diagnosis of a disability, and the general lack of job support during her career had contributed to her decision to retire on the day she was terminated. The FLORA made specific findings regarding her employment record and her health insurance coverage: (1) The Postal Service provided the disability retirement incentive in an amount equal to 1.2 percent of pay for each month of service provided on or after July 16, 1973, unless there was proof that the disability occurred prior to July 16, 1973; (2) Her former supervisor, Charles Brown, made a request in March 2001, that Ms. Grudge receive the disability retirement incentive; and (3) Ms. Grudge stated that she received a written promise from Mr.
