Statistical Background The 1996 YES was completed on August 23, 1996. Because Census Bureau work on the YES is conducted in two periods, both the 1996 annual and economic censuses are included in the estimates. The U.S. Department of Commerce is the U.S. Government agency conducting the YES. The United States Census Bureau serves as the Census Agency for performing Census work on behalf of the U.S. Department of the Treasury, the General Accounting Office, and various federal, state, and local governments. The YES collects and tabulates data on economic conditions, such as income, prices, unemployment, and government spending, as part of the Census Bureau's mission. In the YES, individuals are assigned to one of ten groups based on an array of data collection questions. The groups are selected to ensure that the data are consistent with the Census Bureau's general population survey of the same subject area in the past year. Because the subjects covered under the 1994 YES had different characteristics than the subjects covered in the 1996 YES, each subject has a different statistical analysis performed on them. This report provides information on economic status for all groups from 1994 and 1996. In this report, the terms “household” and “family” are used as broadly defined in the Census Bureau's survey guidelines to refer to any adult household or family. The terms “husband” and “wife” are used as broadly defined in the Census Bureau's survey guidelines to refer to a married couple.
