Alterations to existing structures that are not the result of the application of a structural member, fixture or equipment are permitted upon written approval by the building official if such alterations are in accordance with the provisions for new structures. Alterations that are not the result of the application of a structural member, fixture or equipment shall not be permitted on an emergency basis if approved by the local building official if such alterations have an appropriate building permit. Alterations shall be in accordance with a design permit.
