LICENSES. If any license or license plates are issued under this chapter, that license or license plates are good for the time period stated on the license or license plates, unless revoked for fraud or nonrenewal for a violation of any provisions of this act or another law. The department may issue an initial and renewal license upon application made without examination, on or before February 1 of each odd-numbered year at the time of renewal of a license or license plates; provided that all other requirements for issuance, renewal and issuance of a license shall remain in effect during the time periods stated in the application. However, the department shall not issue a special or temporary license to any person pursuant to this law except for individuals who are disabled as specified in section 42-4-1215.1, 42-4-1215.2 or 42-4-1215.3. The department shall also not issue a special or temporary license for a short temporary period of business activity which is not for a period of six months or a fixed period of not more than seven days. License plates are not transferable to another vehicle. Licenses and special plates shall expire December 31 of the year of issuance. The following restrictions shall apply to license plates issued under this section: (1) Any nonconforming plates shall not be used on any motorcycles, motorboats or trailers, and a nonconforming license plate shall not be used on any vehicle or track for which a special license plate has been issued; (2) any plates not issued before January 1, 1984, may be renewed upon the payment of a fee as required by section 43-31-110; provided, however, that the department shall reinstate an existing nonconforming license plate when the plate is properly authenticated in the same manner as an original nonconforming plate. (3) Notwithstanding any other provision of this section, a person who purchases one special license plate shall also purchase two regular monthly licenses; provided however, that the person purchasing the special license plates shall: (a) keep copies of all verification stamps on the original license plate for three years; and (b) be the sole beneficiary of the transaction; except that the person shall be required to pay a fee of at least fifty dollars for each regular monthly license in addition to the license fee for special license plates. (4) A nonconforming license plate shall be returned to the department upon the cancellation of the plate.
