US Department of Labor OF CCP has provided additional guidance, including: (1) the Office of Federal Contract Compliance Programs' (OF CCP's) clarification that “the Department of Labor's Office of Federal Contract Compliance Programs (OF CCP) is an Equal Employment Opportunity Commission (EEOC) Accrediting Agency” and (2) the Office of Federal Contract Compliance Programs' (OF CCP's) reassurance that it will no longer issue Tells that require training services only for veterans. As a result, OF CCP advises VIB that it “is a final authority for issuing Federal Government training services to eligible veterans on a State and local basis. VIB will now rely upon OF CCP to administer the training services.” VIB will continue to issue training programs and assist in the development of and management of such programs to meet local needs, consistent with federal requirements. SUMMARY: Because OF CCP has provided appropriate guidance to the Virginia Workforce Investment Board (VIB), the Virginia Workforce Investment Board (VIB) has decided to update its Field Guidance to provide training services to eligible veterans on a local basis. All programs will include both direct and indirect veteran services, if available to the specific needs of the area. VIB will be responsible for managing, administering, and assessing the program, while OF CCP has provided sufficient information regarding the eligibility of programs offered for veterans and VA's resources, to assist VIB in preparing the local veteran services program and in monitoring its performance for compliance with federal requirements. Of the required information available, OF CCP has advised the VIB that the Virginia Employment Commission (DEC) will have an interest in verifying the training program by requesting the training program, providing copies of the programs and providing information to the DEC staff to evaluate the validity of the use of this training by veterans.
