If anyone, in the form or context of public or private discussion or debate, proposes or adopts a change to the state law that has not been authorized by the Legislature pursuant to Section 8201 or 8202 of this title, a notice shall be prepared by the Secretary of the Senate stating the basis for such proposed change, the time and place of public comment and the time, place and manner of the vote for final approval or disapproval. The bill authorizes the Department of Revenue to establish a uniform state uniform child support enforcement system. The bill provides that the system shall be known as 'the Uniform Child Support Enforcement Act,' shall not be published in the California Register and be applicable to all persons who seek to enforce the state children s support obligation, including but not limited to child support debtors, support payers and parents of children, children s support obligation s, parents s support obligation s and child support orders. The child support enforcement system will include, as necessary, a computerized database, and it shall be the responsibility of the Department of Revenue, while implementing the uniform state uniform child support enforcement system, to carry out these requirements. The Uniform Child Support Enforcement Act will provide for the automatic establishment of automatic child support arbitrages, with due process and judicial appeal provisions, upon order of a child support court. The Uniform Child Support Enforcement Act will provide for the issuance and filing of a warrant for the arrest and remand of all persons who have willfully and knowingly failed to pay child support obligations, including but limited to child support debtors, support payers and parents of children, children s support obligation s, mothers s support obligation s and mothers who have been ordered by a family court to pay child support.
