The plan is intended as a means of establishing clear objectives and standards for the use and management of plants which may be utilized at Sylvan Lake. It applies to both recreational and water park users and will be implemented throughout the year following the revision in each county. The plan is divided into two major components. The first component provides general management provisions for aquatic plants such as plant selection, plant growth, water and nutrient cycling, and other aquatic plant problems. The second portion provides specific instructions and methods for the control and monitoring of aquatic plant problems. This document assumes little or no prior knowledge of plant management. There are no new facilities or operations to be established, and aquatic plant management provisions are primarily applicable to existing aquatic plant installations. The main objectives for this plan are to: 1. Provide aquatic plant management guidance that is consistent with the public water supply laws and regulations, the requirements of the local water district, and environmental protection standards. 2. Make Sylvan Lake and the surrounding rural areas of Noble County more attractive and desirable to recreation users by minimizing the impact of the aquatic plant program on the general environment. 3. Provide Sylvan Lake with a safe, suitable, and recreational environment. The plan's scope was derived from both industry experience with aquatic plants and the needs of Sylvan Lake for these plants. It is intended to be a model that other counties and water districts will use to ensure an environmentally sound aquatic plant program at Sylvan Lake. It is based on public participation. The plan will be reviewed by the community, and if needed, revised, at least every five years. The final version of this document is subject to change at any time. In this revision, aquatic plant management problems that have been resolved can generally be considered to be solved. However, for those problems that are unresolved, the ultimate responsibility to fix the problem rests at the county level. 1.
