Federal legislation and EPA regulations have a strong tendency to follow the example set by this guidance and apply the regulations as required to achieve compliance by the targeted jurisdiction under an administrative process. This guidance is intended for jurisdictions that have not yet issued their first regulation, for example, those without regulatory authority under State or local law or regulations. This guidance is effective for jurisdictions taking initial actions that were issued on or before August 6, 2016. Where it conflicts with a later issuance of the SDR, the later authority applies. This document updates the original draft guidance issued on March 30, 2007, to the final version issued on January 3, 2017, for the U.S. EPA. This version is based on additional analyses and inputs from stakeholders and the EPA community. The document contains a revised edition of the GDR Guidelines for Compliance, which is based on comments provided by the National Environmental Quality Assure (NEA) Advisory Committee on the Ground Water Rule (GDR) Implementation Guidelines. The document also contains a revision of the Ground Water Rule, including the revisions of the Technical Guidelines for Contaminant Testing of Drinking Water Supplies and the Technical Guidelines for Contaminant Testing of Drinking Water Sources. This version also contains revisions to some technical support documents. It will also include the revised Technical Guidelines for Ground Water Testing Data. Finally, the document includes the revised Technical Guidelines for Compliance. The documents are available for download in PDF format (1.5 MB and 4.8 MB, respectively). This version is not a final document or policy statement of the U.S. EPA, which will be revised in the future to reflect changes in U.S. EPA policies and legislation. The document will not identify any future revisions. All updates to this document will be published in the Federal Register (64 FR 16506, October 27, 2003).
