By running a license plate, you can obtain personal information on the owner of a vehicle. However, civilians have limited access to this information. The Department of Motor Vehicle (DMV) and the police department are the only authorized personnel legally allowed to trace a license plate.
Unfortunately, running a driver's license plate number for any reason or purpose is not only impossible to do for free it is illegal. Do not do it. Only law enforcement officers can run license plate numbers, and they have the tools to do so quickly and easily.
It is generally illegal for anyone other than a member of law enforcement to run a license plate check on someone else. However, permission to do so is granted for reasons of motor vehicle or driver safety and theft. They generally cost between $35 and $45 for a license plate lookup.
The short answer to this question is yes. It is legal for an officer to run your plates before he or she has reason to suspect a crime is taking place. Courts have decided that police can randomly check license plates because drivers do not have an expectation of privacy concerning their license plates.
Look for the car's VIN (you should be able to see it through the dash, just above the hood of the car). With the VIN and the plate number, you should be able to locate the registered owner. Contact local police if you want to have the car removed from your property.

Once you have the full plate number and state you can search and lookup vehicle information, vehicle specs, possibly owner information, VIN number.
