It is one of the fastest growing regions in the world. The challenge is to ensure sustainable development in an environment of political and economic instability. The economic crisis and the resultant global recession has brought much suffering, and the continent is still grappling with social problems such as crime and trafficking. The international community should have a coordinated and comprehensive strategy to meet the basic needs of the whole region, including the poorest, and at the same time to ensure security and sustainability for our people and the region. In addition, the international financial institutions such as the World Bank and International Monetary Fund (IMF) should make sure that development assistance goes to the population and the areas most in need. A major part of the strategy is to develop a security strategy. If we can meet the basic needs of our population, the economy will take care, but a security strategy has to address the economic, social, educational, political and military challenges of the region. There is a consensus that security policy can be developed based on five key concepts: territorial integrity, a unified government, political stability, effective security forces, and the rule of law. The four previous publications on this topic were developed as part of a collaboration between the World Bank, World Institute for Security Studies () and the Center for International Governance Innovation, University of San Carlos, San Carlos, Chile. Although a few of the concepts are new, all countries, including African countries, should have a basic understanding of these concepts. In many of Africa's countries there is serious corruption and the institutions of security are weak. The international community should invest in institutions to bring this about. In addition, the United Nations Security Council should hold periodic consultations to promote the development of comprehensive security strategies. The strategy adopted in 2005 was based primarily on these principles in relation to military and police forces. 3 I. SUMMARY OF THE ISSUE: POLITICAL AND MILITARY STRATEGIES. The national security framework for countries must be inclusive and consistent in ensuring accountability for the security forces and their activities. Furthermore, international organizations, most notably the African Union, The Economic Community of West African States (COWS) and the Organization of American States (OAS), must be involved.
