Thank you for tuning in my name is Key pack on the Peter pack liaison with a PTA soon assembly, and thank you for joining us we have Justin Elliott VP of government affairs with us to talk a little about something called therapy cap and a little other stuff so, so first off I want to ask you, or thank you for coming on speaking with me, but I guess first off so what is this therapy cap and what does this mean so a great question because it's been an issue that's the physical therapy profession has had to deal with for almost two decades now you know back in 1997 Congress as part of the Balanced Budget Act of 1997 decided they were going to put on a hard cap on physical therapy services as well as occupational therapy services and speech language, and it was a hard dollar amount no exceptions no exemptions and immediately after they passed that bill they realized that they had done something pretty bad and so for a number of years Congress enacted a number of moratoriums trying to delay enactment of the hard cap and and and more recently they developed what was known as the exceptions process the temporary exceptions process so that way folks who had medically necessary services could go beyond the hard cap now the problem though is that the exceptions process was always temporary it was just a temporary patch that required a PTA and our friends at AO Chai and Asha to go back to Congress every year every two years to get them to extend that temporary patch and there were a couple of times when because of congressional inaction that hard cap went into place, and we saw on January 1st of this year again due to congressional inaction a hard cap of 2010 dollars no exceptions no exemptions went into place, and it was really disheartening to see the impact that that had on patients who were told that you know what if Congress doesn't act we're going to have to stop your therapy and to see the impact that that had on the patients we were serving was pretty devastating and so it was a big issue for our patients because first and foremost it impacted patient access and the care that they needed and that they do awesome well I want to ask a follow-up question to that, so I'm actually a PTA student in my second year I'm about to graduate and may actually so for a little about this PTA reimbursement issue so what is that exactly it's a great question because as the therapy cap fix the permanent fix to the therapy cap was added to the bipartisan Budget Act of 2018 which got past by Congress about two weeks ago, and I'll tell you Congress has been accused of being inefficient and slow but two weeks ago they were probably the fastest we've ever seen them act ever they introduced a bill the giant over five hundred billion dollar package a mammoth package on Monday night it was voted on by the House of Representatives on Tuesday went over to the Senate and was through the Senate by early Friday morning had a bit of a government shutdown on Thursday and then...
